Hayab acknowledged the complexity of correcting Nigeria’s battered electoral system, emphasizing the critical role of strengthening electoral institutions. He proposed enhancing the independence and capacity of institutions like the Independent National Electoral Commission (INEC) by providing sufficient funding, training, and security for electoral staff. This, he noted, would empower them to effectively carry out essential tasks such as voter registration, education, and the administration of elections.

The need for accountability was also highlighted, with Hayab suggesting the establishment of mechanisms ensuring transparency throughout the electoral process. This includes making the process more inclusive, allowing independent election observers, and conducting comprehensive audits of election results.

Promoting civic education and voter awareness emerged as another crucial aspect of electoral improvement. Hayab urged investment in comprehensive civic education programs to raise awareness among citizens about their rights and responsibilities as voters. This involves educating voters on the significance of their participation, democratic rights, and preventing electoral malpractices.

To fortify the legal framework and law enforcement, Hayab recommended reviewing and amending electoral laws to align with international standards. He stressed the importance of severe penalties for those harming the electoral process, emphasizing the need to empower law enforcement agencies to hold accountable those who violate electoral laws and engage in corrupt practices.

Introducing technology and innovation in the electoral process was also highlighted by Hayab, anticipating improvements in efficiency, transparency, and accuracy.

The CAN chairman concluded by suggesting international support and collaboration from organizations such as the United Nations, African Union, and regional entities. This support would provide technical assistance, exchange best practices, and ensure credible and fair elections in Nigeria. The outlined recommendations reflect a comprehensive approach aimed at addressing the multifaceted challenges in Nigeria’s electoral landscape.
